So, How Do You Become A Saudi Citizen?

A foreigner may gain Saudi citizenship if he/she is related to a Saudi (s) by birth. If not, they should prove that their work skills are in demand and of benefit to the nation. Eligibility is based on a 33 point evaluation system including 10 years of residency, qualifications, and specialist skills.

Frankly, though, getting Saudi nationality is not easy. The King will only really confer it on you if your reasons for wanting it directly benefit Saudi citizens and the kingdom in general.

For example, a woman marries a Saudi man and has children with him. She wants to become a Saudi for the sake of her husband, his family, and so she can stay with her Saudi children.

Another example involves foreign nationals with higher qualifications, particularly those working in science and medicine.

They can apply for Saudi nationality and likely will be granted it. Also, individuals with rare specialist work skills that are in demand in the country would also be eligible.

What Does Saudi Citizenship Mean?

Definition

A: Saudi

A Saudi is a person who was born in Saudi Arabia to Saudi parents and follows the government, its rules, and regulations.

The Saudi King heads the government and the state.

B: Naturalized Saudi

A naturalized Saudi is a foreign national who has acquired Saudi Arabian Citizenship according to the statutory laws and regulations.

History

Saudi nationality began in 1914 AD. (1332 H). It was granted to both citizens and those ordinarily resident on Saudi soil and those who belonged to Ottoman Empire.

It included Ottoman and non-Ottoman citizens. (Stateless residents living without any other nationality until 1928) and those born to these people during the subsequent years.

Who Confers Saudi Citizenship?

The Civil Affairs office at the Saudi Ministry of the Interior handles citizenship applications. However, the power to grant Saudi citizenship lies exclusively in the hands of the office (Diwan) of The King of Saudi Arabia.

The King and authorized royal family members have the ultimate power to veto a Ministry of the Interior decision to grant or withdraw citizenship to those applicants who do not necessarily satisfy the generally required terms and conditions.

The Prime Minister at the Ministry of the Interior announces concession of Saudi Citizenship by a Royal Decree. It comes into effect once the decree is published in the national press.

Note that the Minister can refuse an application for citizenship without any explanation, even if all the conditions for citizenship have been met by the applicant.

Applicants Of Saudi Citizenship Cannot Have Dual Nationality

A foreigner applying for Saudi citizenship must agree to renounce his original nationality. He/she does this by swearing in front of a judge or a notary and by giving up his physical passport to the Saudi authorities.

Saudi nationals who are granted citizenship of other countries need permission from the Saudi government. Failure to do so may involve them losing their own Saudi nationality and that of their wives and children.

Who Manages Your Application For Saudi Citizenship?

The Department of Civil Affairs

Civil Affairs is one branch of the Saudi Ministry of the Interior responsible for applications for Saudi citizenship.

It also handles Saudi citizen applications, matters related to residents, visitors, and pilgrims, Hajj permits, ID cards, birth, deaths and family registrations, and certification.

For the purposes of managing applications for nationality, the Saudi Civil Affairs office has about 70 staff members, 400 computers, specially designed software to display data, and efficient connection to the NIC.

Staff are well qualified and have been specially trained for the technical and administrative work involved in processing citizenship applications.

Structure

  • Administrative Committee-Plans, coordinates and organizes Civil Affairs procedures
  • Service Employees- Implements work and admin procedures.

The General Procedure For Citizenship Registration

1. Register A Request For Citizenship Application-You will receive an SMS or a paper coupon with a number and date.

2. Complete The Citizenship Application Form-Attach a personal photo and have it stamped by Civil Affairs.

3. Produce A further Three Copies Of Applicant Information– To be produced manually.

4. Submit Photocopies Of Supporting Documents -Passport and Iqama & or academic, witness or any other as requested.

5. Understand and Agree To The Terms and Conditions (Articles 11, 22, & 26)

Terms and Conditions

  1. Saudis cannot take foreign citizenship except by permission from the Prime Minister
  2. Saudi citizenship may be withdrawn if it is proven that cheating, falsification of documents or witnesses were involved.
  3. The penalties for submitting falsified documents is 2 years imprisonment or a fine of SAR 10,000.

Citizenship Application Review

Once you have submitted your citizenship application, three members of the Civil Affairs admin committee sit down to review it.

They begin by checking the following details.

  1. Your Home Country Passport– Including your (legal) arrival date and passport validity. They want to know that you came to the Saudi kingdom using legal means and that your passport allows you to return to your home country in a legal manner.
  2. The Duration Of Your Residency In KSA-To be eligible, you must have been a resident with an Iqama or provide other proof of residency for a duration of a minimum of 10 years. (Lunar years)
  3. Your Work Occupation Is In Demand in KSA-i.e. Scientists, engineers, doctors and occupations of rare specialties.

Then, the three committee members evaluate your citizenship application based on a set of criteria, to which they award 33 points.

To be eligible and to be recommended for Saudi citizenship, your initial Saudi citizen application should yield a minimum of 23 points.

How Do I Submit An Application For Saudi Citizenship?

1. You Can Petition The King Of Saudi Arabia Personally For Saudi Nationality

Only the office of the King of Saudi Arabia has the power to award Saudi nationality to a foreigner. If you have direct access to the King himself or the King’s office (Diwan) in Riyadh, you can petition him personally.

In Islam and in Saudi Arabia, a system of a one-on-one audience with the King exists, whereby you stand up and make your request face to face.

If you do not feel courageous enough to do that, then there are two other main approaches or ways to obtain Saudi nationality.

2. You Can Submit An Application For Citizenship At The Civil Affairs Office At Saudi The Ministry of the Interior

How Do I Get The Saudi Citizenship Application Form?

Civil Affairs at the Saudi Ministry of the Interior will provide it for you to complete. First, you have to request it by sending a request letter for Saudi Citizenship to Civil Affairs.

  1. Login to Abshir

  3. Click Civil Affairs
  4. Select Civil Affairs
  5. Then, click Message Center of Civil Affairs
  6. Later, choose New Request
  7. In the box in Arabic, write that you wish to apply for Saudi Citizenship
  8. Finally, upload your Saudi Citizenship Request letter in WORD or PDF format, and then submit it.
  9. Check periodically for a reply form Civil Affairs.
  10. Civil Affairs will send you a Saudi Citizenship Application Form To Complete
  11. Complete The Form According To The Instructions

You can make an application for citizenship application by yourself, or you can hire a third-party representative to handle it for you.

The following is the procedure in more detail.

  1. First, you should write an open letter to the Civil Affairs department stating that you wish to obtain Saudi Citizenship.
  2. Second, you should receive an SMS or coupon number form Civil Affairs acknowledging the request.
  3. Third, you complete the Application Saudi Citizenship Form Number 84 and send it to the Civil Affairs Office.
  4. Wait a few months for a reply.
  5. Civil Affairs will likely arrange an interview with you via SMS or email.
  6. Attend the interview (They will ask you a number of questions and also why you want to be a Saudi national and if you are ready to relinquish your original nationality.)
  7. Wait a few more months.
  8. Civil Affairs will contact you with their decision.

3. You Can Write A Letter To The (Diwan) Or Office of The King Of Saudi Arabia in Riyadh

You can write a personal letter to the (Diwan) or the office of the King of Saudi Arabia in Riyadh. Use this method, especially if you know that you do not have the required number of 23 points to satisfy the Civil Affairs evaluation system for eligibility for citizenship.

The letter should be written in Arabic. For this and a small fee, you can employ the services of a ‘Muaqab‘. It is a kind of scribe to an attorney or solicitor. Provide your personal details and he/she will compose the letter in the most appropriate and eloquent form of Arabic.

Contact me personally and I will give you the contact details of a reliable ‘Muaqab‘ in the city of Riyadh.

After the ‘Muaqab‘, writes the letter for you, he/she will forward it o the office of the King in Riyadh (Diwan). A month or two or a more later, a local official connected to the Diwan will call or text you, inviting you to come for an interview to the Diwan office in Riyadh

At the interview, they will ask you similar personal questions, the same as being asked in the Saudi Citizenship application form. In addition, they ask why is it that you want to have Saudi citizenship and if you are willing to make a declaration that you will relinquish your existing nationality.

On the strength of the interview, the King’s office via the King himself will grant you Saudi citizenship or otherwise.

Conditions You Need To Meet In Order To Make A Formal Application For Saudi Citizenship

To apply, you must be of the legal age of 18 or above and, in this case, are only eligible from the first day after your 18th birthday.

You must also have been a KSA resident for five (for non-Saudi father) or for ten continuous years (Non-Saudi parents).

Note: The decision to recommend or otherwise MUST be based on another set of criteria outlined in Article 9. (Details Are Given below).

The three reviewing Civil Affairs Committee members will also ascertain the following BEFORE making a recommendation:

  1. You Speak Arabic Fluently (Provide a Language report if Arabic is not your first language)
  2. You are Muslim or converted to Islam (Provide a report from a local Mosque Imam)
  3. You are of the legal age of 18 or above (Provide a copy of Your Birth Certificate)
  4. You submitted a citizenship application withing 1 year of attaining the legal age of 18
  5. You are of sound body, mind and are of good character (Provide Medical & Employer reports)
  6. You have an absolute minimum of 5 years continuous residency in KSA (Provide Iqama records)
  7. You have no criminal record and or have not been imprisoned for more than 6 months (Provide a Police report)
  8. You have legal occupation and income (Provide an Employment Certificate)
  9. You provided a copy of your Iqama & passport or any other valid documents
  10. You provided certificates of work qualification and certifications from governing bodies concerning employment specialties in demand in KSA.

Caveats Of The Citizenship Application Process

1. A Wife or wives of Naturalized Citizens gain automatic Saudi Citizenship On Arrival To Saudi Arabia

2. The children of Naturalized Citizens MUST declare they wish to remain on the father’s original citizenship or otherwise.

3. Conditions related to continuous residency apply to Exit-reentry visa periods lasting up to one year, even after an application has been made.

What Can I Do If The Civil Affairs Refuses My Application For Saudi Citizenship?

You Can Apply For The Saudi Premium Residency

The Saudi Premium Residency Scheme is a type of US Green Card. It allows current KSA residents to remain permanently without the need for a Saudi sponsor (Kafeel).

In fact, the SP1 and SP2 allow residents to self-sponsor. They can also sponsor members of their own immediate family. It also offers a raft of other privileges not available to normal Iqama holders.

Saudi Premium Residency can be obtained for a one-time fee of $210,000 or with annual payments of $26,000.

The Advantages Of Obtaining Saudi Nationality

The Disadvantages Of Obtaining Saudi Nationality

1. The main disadvantage is obtaining a Saudi passport is that you have to renounce your old nationality. The procedure involves swearing an oath and handing over your physical passport to the authorities.

This is because Saudi Arabia does not allow dual nationality.

However, most other countries do allow dual nationality, and Saudi Arabia cannot control how other countries deal with their citizens.

2. You cannot easily visit Iran, Israel, and more recently Qatar and Turkey using a Saudi passport due to a long-standing political/religious dispute between the nations.

However, these situations can change. In early 2021, the relationship with Qatar eased and the border between Saudi and Qatar reopened.
